Preliminary questions: Planning and Natural Environment Bills

The Commissioner provided the Environment Committee with some preliminary questions members might want to consider as they scrutinise the Planning and Natural Environment Bills.

The questions are grouped around broad themes: system questions, top-down direction, environmental limits, regulatory relief, critical implementation issues, the reforms in a rural context and public participation. They are neutral questions that do not set out a view or position of the Commissioner.

Note: The Commissioner has been appointed as an independent advisor to the Committee. PCE’s advice in that role can only be made public when the Committee is permitted to make it public.
